The bullets below address the most common discussion points between customers, CCDC AvMC and GTRI and are intended to help better understand the CCDC AvMC GTRI UARC contract.
- MOD Requests. No-Cost-Extension (NCE) and CLIN Realignment modification requests will be submitted by GTRI with concurrence emails from the government sponsor. Customers can coordinate with their GTRI engineers to initiate a request. Requests usually take a couple weeks to process at CCDC AvMC and up to 30 days for Army Contracting to award a modification. There are two CLINs on this contract, Labor and Non-labor, so the need to request a CLIN Realignments is usual toward the end of an effort.
- Task Order DD254s. CCDC AvMC will provide blank 2018 fillable DD254 with suggested/approved wording for the customer to use to create a Task Order specific DD254. CCDC will sign the DD254 as the Certifying Official, but will coordinate with the customer to ensure Task Order security requirements are covered by the DD254. Customers requiring special access will need to discuss requirements with the Program Manager. CCDC will modify the DD254 on request if security needs change during performance of the Task Order. - Scientific and Technical Information (STI) Library. The base CCDC AvMC contract includes a DFARs clause requiring final scientific or technical reports be submitted to the DTIC library. GTRI CMSO will coordinate with lead GTRI engineers on each project for submission. Customers can work with GTRI Engineers to approve submission if desired.
- Colors of Money. The CCDC AvMC UARC contract allows for the use of all “Colors of Money”. The rules for the different types of Appropriations (Colors of Money) are summarized in one slide. Note that funding expired for obligation is not expired for adjustments (PoP extensions / CLIN Realignments) for another 5 years. Funding that is other than RDT&E (Army 2040, Navy 1319, Air Force 3600 and DoD 0400) requires a certification memo from the funding customer certifying the appropriateness of the use of those funds for the funded effort. CCDC AvMC can provide examples of funds certification memos.
- 7600A Service Agreement. Any organization funding an effort on the CCDC AvMC GTRI UARC is required to have a valid form 7600A service agreement on file at CCDC AvMC. Form 7600As can be valid for up to 3 years and should include coordination for budgets for up to that 3 year period. The 7600A can add up to 7 weeks to the process time of a funding increment (if one is not on file) which should be considered when funding an effort through the contract. CCDC AvMC manages the form 7600A and can provide a current status or early coordination if requested.
- SDREN and SIPR Webmail Access. CCDC AvMC has facilitated SDREN network availability at GTRI for use supporting this contract. Most engineers at GTRI will have access to the SDREN network within close proximity of their office/work space. GTRI engineers also have SIPR Webmail access through the SDREN network.
- CACs and SIPR Tokens. CCDC AvMC sponsors CAC and SIPR Tokens for GTRI engineers supporting efforts on this contract. Any government customer can also provide CAC and SIPR Tokens to GTRI engineers if desired.
- SCI Billets – Requests are approved through applicable GTRI Project Directors and submitted by Research Security via the U.S. Army Centralized Contractor and Security (ACCS). CCDC AvMC security contacts the government customer per the request. The CCDC AvMC Contracting Officer's Representative (COR) confirms this coordination and reviews/approves the SCI request. GTRI Research Security briefs the GTRI person.
- Subcontracts. Subcontracts are allowed and the CCDC AvMC UARC contract, but not required. There are also no small business goals established for the contract. Subcontracting does add time and coordination to the Task Order award/modification process.
- Contract COR. CCDC AvMC performs all COR duties on the CCDC AvMC UARC contract in coordination with Task Order and funding increment government sponsors.
- Procurement and Travel. GTRI is part of the Georgia Institute of Technology (Georgia Tech) and falls under the University System of Georgia. Georgia Tech has an accredited procurement and travel system that is governed by both Federal and State of Georgia regulations.
- POCs for Questions. Ask the CCDC AvMC Program Manager or GTRI Contract Management Support Office any questions about the contract or for a copy of the basic contract PWS.
